Is there any standard solution within Sourcing to handle tender committee activities?

As a business requirement, I am looking for applicable Oracle Sourcing (any release) standard functionality to handle below activities;

- Execute online tender committee meetings.

- Record Tender Committee meetings.

- Track meeting agenda (the relation between committee meetings to sourcing transactions is Many-To-Many).

- Handle committee voting rules (committee decisions are not active till getting approval of majority of members).
