Report section - Activity Metrics - # of Closed Activities

In the Reports section "Activity Metrics" what field does the item "# of Closed Activities" use for the number per day?  Is it "Due Date" of the activity or "Completed Date?"  It appears it pulls "Due date" and some of my users fail to change the due date =completed date.
