Back to Back line with transfer from sourcing rule not working

when I make "progress order" for Back-to-back line with "transfer from sourcing rule" assigned to the item, the status of the line remains "Supply Eligible" and I can't Make "Progress Order" again.

when i view the workflow status of that line, i found the following error:

CTO_WORKFLOW.auto_create_pur_req, stmt_num :30(OEOL, 49203, 269361, RUN) Wf_Engine_Util.Function_Call(CTO_WORKFLOW_API_PK.AUTO_CREATE_PUR_REQ, OEOL, 49203, 269361, RUN)
