RTV's and PO Complete Process

Hi,

I am wondering if this is a bug or if this is working as intended. We are on 9.1 PT 8.52

We have a PO that was invoiced, received, returned for credit, and the credit was received. The PO's last activity date is more than 6 months ago and we are set to 90 days close.

I would have expected since the RTV was created for credit that the PO complete process would consider this. I went to force complete the PO and the log message says it may not be closed becuse it hasn't been fully matched. In this case, it never will be.
