IC against Non-existing Item Branch/Plant

Hi all

I need some assistance with an issue that I came across in the last two days, which relates to IC transactions against an item branch/plant record that does not exist.  I won't go in to too many details as to how I discovered the issue but I was surprised that when I tested the issue in a clients UAT environment I was successful in replicating the issue.  Essentially, I was able to perform an IC transaction against a WO against the item but for a branch/plant record that does not exist.  In the screenshot below you can see that the
