APPL_TOP/admin files are missing on run file system

Problem Description

---------------------------------------------------

we noticed some files are missing under APPL_TOP/admin on run file system in 12.2.4

and due to this we are not able to perform any adadmin task.

  during adadmin run it is looking for some drv files under run file system but those files are not present.

  PATCH File System : /cofdev102/app/COFDEV01/fs2/EBSapps/appl
