Resource Manager - Plan resource allocation question

Is my understanding of how resource plan directives work, correct?

Plan 1

Resource Allocation Method: Emphasis

Consumer Group: HIGH     mgmt_p1: 5

Consumer Group: MED     mgmt_p2: 70

Consumer Group: LOW     mgmt_p3: 25

Plan 2

Resource Allocation Method: Emphasis

Consumer Group: HIGH     mgmt_p1: 5

Consumer Group: MED     mgmt_p1: 70

Consumer Group: LOW     mgmt_p1: 25

Plan 3

Resource Allocation Method: Emphasis

Consumer Group: HIGH     mgmt_p1: 100

Consumer Group: MED     mgmt_p2: 50

Consumer Group: LOW     mgmt_p2: 25

As I understand the documentation:

Plan 1

Guarantees the HIGH group up to 5% of the resources, but no more.

Guarantees the MED group up to 70% of the remaining resources after level 1 consumption, but no more.
