Detailed Item Cost Report

Would someone please explain the columns on the Detailed Item Cost Report?  Specifically "Level" and "Cost Source".  I see that level (in my report) shows T and P.  I'm guessing that T is the top level but P???

I am trying to find a report that will give me the resource consumption by item so that I can extend this by my build plan to come up with total planned hours to earn.  I will use this information then against my cost pool to determine the resource rates.

I'm starting to think I might have to get this data in BI but I was hoping for a standard report.
