Budget Period - Monthly and Yearly control

Q: Is it possible to enable the Monthly and Yearly Budget control inside the system? If the monthly budget is exceeded and still under the yearly budget, the requisition approval process should end with warning. However if the Yearly Budget is not enough, the system must reject the requisition automatically.
