Budgetary Control without GL and Encumbrance?

1) Is there a way of enabling and using Budgetary Controls functionality without using GL and encumbrance accounting?

2) If so is there a way to use Financial Plans in Project Management to setup the budgets instead of setting up Budgets in core apps using Project Costing budgets?
