JDEReport writing issue

We are in the process of retrofitting the XE objects to E9.1. Now I am facing an issue in report writing, whenever I am modifying a report (UBE) in the Fat client, I am not getting the modified output on the Fat client. The changes are not getting effective, while I do any change in the version level, I am able to get my output perfectly. We have deployed the report and getting the effect in the Web server perfectly.

Also another issue is when I create a new report for testing, system is not generating the PDF output. Error message is that unable to retrieve output from the batch server. Is there any user level security creating this issue. It will be grateful if any JDE experts can please help me to identify the reason and overcome this issue.
