Activity Time - Variable with a Max

Is it possible to put a maximum time limit on an activity time? "Shipment Management > Power Data > Location > Activity Time Definition" is where I am setting up the activity time definition.  It is then being applied on a location ID.  I need to use a variable time of 1 minute per 1 lb.  However, I would like to put a maximum time of 1 hour in place.  I have been unable to find a field that would allow a maximum time.  Thank you for any help or guidance that can be offered.  I am in version 6.3.4 currently.
