Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Issue during 12.2.4 upgrade

During the R12.2.4 upgrade from 12.2.0. we are running into the following issue:

We already verified that all required database patches have been applied. The database version is 12.1.0.2.
