iSupplier portal shipment issue

Hi there!

I'd like to get support from the wise people around here with the next situation:

In the iSupplier portal,following the next path:

Shipments>Shipment Notices>Create Advance Shipment Notice>View> Shipment Due anytime

I choose a shipment, there is a configuration thah avoids to submit a shipment when the quantity ordered is less than quantity shipped, for example, quantity ordered =2,quantity shipped = 5 I click Submit and I get this message:

It shows that the configured warning its ok in this Shipment Lines tab, the problem is when I move to the Shipment Header I get this warning:
