JDK upgrade and now forms don't load

EBS R12.1.3 running RHEL 5.10
Referring to these documents:
Using JDK 7.0 Latest Update with Oracle E-Business Suite Release 12.0 and 12.1 (Doc ID 1467892.1)
Document 393931.1 - Deploying JRE (Native Plug-in) for Windows Clients in EBS R12 .pdf
Document 1591073.1 - Enhanced Jar Signing for EBS.pdf

I patched 1 test instance and after some trial and error it eventually worked.

Now I have tried to repeat this process in another test instance but when I try and launch java nothing happens.
I did have an issue with "Latest formsapp.ear has NOT been deployed." issue) and had to edit the txkCfgOC4JApp.pl to work - both times.
