Oracle Forms frmservlet load hangs

Hi, I am supporting a legacy Oracle Forms app.  The forms and database I know well.  But I am short on configuration of weblogic and forms.

I have a user base of over 100 and almost all of them are working without issues.

However, there are a handful on there own network through a firewall that for some (at least to me) explainable reason are unable to successfully get into the app.

They pass the corporate front end login (so no apparent firewall or other connectivity problems) but when the frmservlet is attempting to download the Java "rotating ring" continues to spin indefinitely.  Since these few users are the only ones having this issue I do not believe this is a server side problem.  But I need guidance on where to start looking.  They are using the same browser (IE 64bit) that many others are using.  They are using the same Java (1.8_45) that everyone else is using.  I am currently at a loss as to what might be different for them.
