Row 1 Error - Budget account is required for Check Funds

Recently I have created a new responsibility to create iProcurement. However, user keep on encountering error "Row 1 Error - Budget account is required for Check Funds" whenever she tries to key in the GL code. What happen. Can anyone tell me what is wrong?
