FRM-41830 when entering values in flexfields

Dear Gurus,

Fresh setup R12.2.4.

After completing accounting flexfield compile, I want to enter values into value sets but getting frm-41830: List of Values contains no entries. Setup > Financials > Flexfields > Key > Values.

I have created grants FND_FLEX_VSET_INSERT_UPDATE_PS  but still getting frm-41830.

Can anybody help?
