12.1.3 RPC2 Patch changes # of entries in ad_bugs_table?

After applying the  RPC2 patch and many other patches in DEV/TEST and PROD environment,  we compared the ad_bugs tables and are seeing around 30 bugs entries in Production which do not exist in any DEV/TEST environment.

We followed the exact same steps and same sequence for both instances but still see the difference of about 30 entries.


What are some cases that can cause the difference between the two environments?
