Consolidation Administration - Not Loading

I have a new installation of EPM 11.1.2.3 and consolidation administration is not loading.  I am able to get to other EPMA components, however when I load consolidation administration it just sits there and spin, it does not give an error on the screen or anything.

I have re-configure the web server for both Foundation and HFM, I have re-configure all of the HFM components and still cannot get it to work.  I have been working with support but have not made any progress either.

Does anyone have any ideas that I can try, I am not sure where to look anymore.
