IS PO_DISPATCH BI Publisher report able to create .rtf OUTPUT?

We are fully configured for fax dispatch of PO's in Psoft.  However, our fax server can not read .pdf's (without an additional license).  The PO_DISPATCH program seems to only produce .pdf PO output files in the fax directory (it does also create the .ctl fax control file).  Can the PO_DISPATCH BI Publisher program, which is based on an .rtf template, create .rtf output?  We have tried setting the .rtf as the default output for this BI report, but still get .pdf in our fax directory.  The process scheduler process definition has "any" available for output type.  We have also tried setting the process request page to have file output type and .rtf output format (and specifying the fax output directory in the process request page).  We still get .pdf output.
