What is expected database outage during ODA DB Patching Step, say from 12.1.2.2 to 12.1.2.3?

Does anyone have checked if there is any database outage seen during ODA DB Patching Step where RDBMS stack would be patched, say from 12.1.2.2 to 12.1.2.3 or similar bundle patches? Thanks
