CTRL Server startup - error message

I'm seeing the error  below in ASAP.Console.    Thought I would ask here before creating an SR.  

Server CTRLT1: Operating System Error:

Open Server Error # [16240] Severity [10] State [0]

Operating System Error # [98] Operating System Error Text [Socket bind failed - errno 98 Address already in use]

CTRLT1 Server: Fatal Server Error:

Open Server Error # [16029] Severity [20] State [0] Error Text [Failed to start any network listeners]

CTRLT1: srv_run() Failed

Application [CTRLT1] is running

I see this error in CTRLT1.diag but don't know if it is related:

Application 'JSRPT1' is in Local System
185557.554:27:SANE:Config Param             :577 :control/libasc/config.c
Config: Defaulting NONE to NONE
