How to setup Shift Rate elements for FLSA Calculations

Is it possible to use Oracle HRMS for accurate FLSA retro calculations when using shift pay elements?  If so, is it recommended to only create a Shift Regular element and Shift Ovetime Base element for the corresponding existing Regular Hourly and Overtime Base elements?  We currently utilize Oracle HRMS for FLSA calculations, however the shift rates are included in the hourly rate.  We are looking to separate the shift rate into a separate element from the Regular Hourly element.
