upgrade from 11.5.10.2 to Rel 12.1.3 and DB from 10.2.0.5 to 11g. what is the best order/approach

we have 11.5.10.2 with 10.2.0.5 database and want to upgrade to Rel 12.1.3 and 11i databse.  We try to decide what is the best order/apprach.

1) should we upgrade the database first, then let the EBS stable for few month, then upgrade to Rel 12?   What is the pos and con for this process?

2) should upgrade the EBS and database same time.  What is the pos and con for this process?

While I am reading the upgrade guide, it looks like you must fully upgrade to 12.1.1 first ( mean business Analsyst has to finish the post upgrade step , run report, setup data..etc ) get to the point that Rel12 is fully function then apply RUP 12.1.3.  Is it possible to upgrade go all the way from 11.5.10.2 to 12.1.3.  I don';t want to have user test twice on this project.....
