Using DBUA on ODA

I am having an issue using DBUA to upgrade a database to 11.2.  I am upgrading an 11.1.0.7 eBS database on ODA_BASE. All the prereq patches are installed. What is happening when launching DBUA using the DBUA from the 11.2 (created using oakcli), DBUA starts but when it tries to gather the info on the database it fails (immediately). I dont see any logs created. Interesting thing is that if I use 12c DBUA it does gather the info (but I am not looking to go to 12c).  db is up and running.

Using DBUA is the recommended approach for upgrading 11.1 eBS db.
