Tax Recovery Controls - Allow Tax Recovery greyed-out, how can we enable this check box

We created a new Regime and Tax Code for AR.  We are now going to use the same for AP, but we noticed that the for the Taxes>Tax Recovery Controls>Allow Tax Recovery is not available for us to check.  How can we enable this?  Is there a one off that will allow us to enable 'Allow Tax Recovery'?   We have not used the Regime and Tax Code for AP.
