Vacation Rule not working for PO Approvals

Hello,

We are on 12.2.3 and have an issue that started recently where the POs are not getting delegated to the person who has been delegated authority in the followoing scenario only.

User A reports to user B and User B reports to user C

User C has setup a vacation rule to delegate all PO approvals to user B

User A submits a PO to user B for approval and when user B approves the PO it goes to user C for further approval and then it stays with user C and does not get routed to user B as per the vacation rule.This is happenig for all POs and the POs are not getting approved
