Behavior of Components of a Bundle in Upgrades/Downgrades Promotions

I am facing this issue with my product business model to upgrade/downgrade promotions.

I have modeled products based in Promotions, the promotions are like follow:

Promotion A

  Generic Package

    Internet Service

        Internet Rent A

    Telephony Service

        Telephone Rent A

Promotion B

Generic Package

    Internet Service

        Internet Rent B

    Telephony Service

        Telephone Rent B

At the moment to do an upgrade from Promotion A to Promotion B I expect this behavior with the action codes and products:

Promotion B                    New

Generic Package            Update

    Internet Service            Update

        Internet Rent A         Delete

        Internet Rent B         New

    Telephony Service         Update

        Telephone Rent A
