Cannot activate taxes for receivables on eBtax

Hi,

     I have the the next problem: I create a new Tax Regime call ARGENTINA-VAT. Then, I create 3 new taxes: TOPBA, VAT and IMPINT and his own rates. This setup is iqual that we do in other environment. When i want to activate the taxes, Oracle give me an error.

This is the tax active in the other environment.

Do you know what is the setup that is missing? This taxes will be use on Receivables.
