negative limit balance in discounts cannot be fixed thru front-end

Hi,

We have upgraded to EBS 12.2.4 and we realized that we are nto able to update the limit balances. I remember that in 11i we were able to increase the amount for a given limit and then we just were able to update the balance using the button "update balance". In R12 we cannot; all the data in grayed out. Is this a known issue? Do we need to create ORaclr SR? Or is there anyway to somehow turn on the screen again?
