RPM: User-Created Exceptions on Complex Promotions

Is it possible to enter an Item Exception/Exclusion or Location Exception/Exclusion on Complex Promotions (Threshold, Multi-Buy, Transaction) in RPM? If so, how/where are they created in these work spaces? I am working in RPM v14.1.
