Why I can't click the submit checkbox on pending transaction item

Hello Wonderful People,

We have a pending transaction, which I closed using following steps.

Resubmit the transactions using the following:
Responsibility: Inventory
Navigation: Transactions -> Pending Transactions
Query for these unprocessed transactions

But we can't to Click the Submit checkbox ?

Please share your thoughts and experiences.
