Transfer option is not showing on Tools menu

We have R12.1.2 and when in the Expenditure Inquiry page after highlighting an expenditure, we want to transfer the amount to another project, same OU.

However, the Transfer option is not showing on Tools menu.

Why?

How/what needs to be done to show the Transfer option on the Tools menu.
