Communication Templates in Open UI

I opened an SR with Oracle but the technician assigned just doesn't understand what I am talking about, so maybe the community can help me.  We are working on upgrading to IP2014 and noticed our email templates work fine in HI but not in Open UI. We are wanting to move off of IE8 and plan to use Open UI.  Basically the Open UI will not render our HTML.  See the attached Comparison document which shows the exact same template between HI and Open UI.

I have reviewed Doc ID 880628.1 but am unable to get the image to appear in Open UI. I need help getting the image to appear and keep our "pretty" email style. I have also added the HTML Code Template Text at the end of the attached file so you can see example. We have been using images in F9 templates for over ten years and I hope there is a solution.
