Run Batch Forecast using Back Date

We need to run forecast from back date using RUN BATCH BATCH forecast. RPAS_TODAY is set to 25- Mar-2015 on Linux box.
In Forecast Admin screen, Forecast Start Date is set up as 4-Feb-2015 and Next Run Date is blank.

When we are running RUN BATCH FORECAST from fusion client in a particular Department , forecast is not getting generated for the forecast Start Date mentioned in Forecast Admin screen but it is using RPAS_TODAY as the start date for forecast start date.

RPAS Server - 14.0.1.6 and RDF Sever-14.0.1.10

Can you please let me know if RPAS_TODAY override the Forecast Start Date in Forecast Admin screen?
