CALCULATE WITHHOLDING FROM PRIOR PERIOD

Hello,

I`ve read the document 1901696.1 which sent me to the bug 19069410. This has the status code 92 (closed) and it is marked as 'not a bug' but it doesn`t help me solve the problem. Does anybody have any explanation?
