How does one configure OTM to send a static RefNum Qualifier and Value in the Transmission Header on

How does one configure OTM to send a static RefNum Qualifier and Value in the Transmission Header on the Outgoing TenderOffer xml?  I would like to use this as an identifier when sending Transactions from OTM to SPS Commerce.
