Can a Depot Repair Order be created without a Service Request?

As far as I can find there needs to be a Service Request in order to create a Depot Repair Order. Meaning that the Depot Repair Order 'sits on top of' an existing Service Request. Is that true?

Ideally we would like to be able to use Depot Repair and the underlying Charges setups to create exchange Sales Orders. These Sales Orders could be for serialilzed/IB trackable Items where the IB record info is included in the Source and Non Source areas ultimately passed to the Sales Order in the Installation Details to facilitate contract inheritance and IB configuration updates. Additionally the Item on the ship line would need to be different than the Item on the return line.  We also have the simpler scenario where the Items that are neither IB trackable or under serial control.
