Planning filters get created automatically

hi Planning Experts,

we are using EPMA Planning application deployed in Essbase with Essbase filters assigned to hss groups

when we do refresh database from Planning, filters get created in cube as "fuser", but we are not using these filters for now so we delete them.

this refresh database we did only once when we gone live for the first time in production and we no where refresh the database.

but we do EPMA deployment by selecting only refresh outline.

Issue is sometimes the planning filter is automatically getting created in cube and users get overritten by this planning filter than Essbase filter.
