Siebel on premise application in cloud

hi experts,

our client using siebel open u I call enter application with version  8.1.1.11 ps 16 . they are facing multiple issues only for outsourcing agents using Citrix environment to access our siebel application.

TO avoid unnecessary issues only at Citrix environment if siebel application on premise call center application moved to cloud . Is it possible to avoid Citrix environment?

WOuld appreciate if anyone throw some light? Is this possible? Basically I want to know whether siebel open ui's call center application through oracle cloud can be accessed like google or Facebook globally to avoid citrix?
