Did Receipt Route Ledger F43099 Fail to Update or Am I Looking at Tables Wrong?

Hi,

I have a given purchase order with a given purchase line (PDLNID in F4311) that has two receipt records (PRNLID) in F43121 because the single PO line was received on two separate lot numbers.

When inspecting the receipt route ledger (direct SQL query of F43099) for these two receipts, I can see that both lines entered routing at the same time, but only receipt line 1 for 18 units has since been moved to stock; receipt line 2 for 24 units is still in routing. see below for excerpt:
