Unable to add ODBC for local dbf on windows 2008 R2 64-bit

We installed siebel tools 8.1.1.0 along with patch 8.1.1.11 and PatchSet 10 on Windows 2008 R2 64-bit server.

After the installation we were able to create server odbc using "SQL Server Native Client 10.0"

but when tried to create odbc for the local dbf, we could find ODBC driver "Siebel Database". We are using 32-bit ODBC to open the window i.e. Start->Run->odbcad32.exe

could you pls suggest how to create ODBC for local dbf on Windows 2008 R2 64-bit server.
