Global Availability returns ORA-01403: no data found whereas Single Level Supply Chain ATP works?

e-Business Suite 12.1.3 with RPC1

For a new rollout of our Order To Cash we are facing a funny behavior for new test data.

An item is defined and enabled in multiple organizations with Check ATP = Material

A sourcing rule is defined to look for available supply in a list of 5 warehouses 7D1 to 7D4 then 7D8.

And sourcing rule is assigned to customer / ship to site in MRP Default Assigment Set.

ATP Based on Collected Data

If we create a sales order for above customer and item and leave warehouse field empty we can query availability successfully using the Single Level Supply Chain ATP feature.
