R085524 - UPDATE BENEFITS INFORMATION - not updating F06106 amt/rate

When we ran the R085524 - Update Benefits information in final mode, the amt/rate in the F085520W for specific plans did not properly update the F06106.RTAM.  The rates were populated in the F085520W table and reflected correctly on the R085524 when run in proof & on the final mode report.  What would cause this to happen? And why were there no errors indicating some fields did not update?
