Manually move OCR and Voting disk in a filsystem RAC Cluster

In a filesystem 11.2.0.3 RAC Cluster, if the cluster is completely down, can the voting disk and OCR file be manually moved from one filesystem to the other and then remounted using same filesystem naming structure?

Why?

I need to move datafiles, binaries and all from one SAN to an other.  Although I have all the documentation to move an online voting and ocr file, my guess is I can do everythin manually if the cluster is down.

Thoughts?
