JDE 9.1 Generate Table Form

Having an issue when deploying ASU's that the F54HS01 table does not exist. The R98407 tells me that. I was told that I need to create that table through JDE. I am on the deployment server and I cannot find the Generate Table Form and putting W9866E into fast path does not go anywhere. Which environment do I need to be logged into for that?
