No BSV assigned to Ledger or LE, adding new LE with new BSV facing issues for original OU

Hello,

I have a ledger with no BSV assignment at ledger or LE level with one LE and OU created during upgrade from 11i to R12.   I have created new LE and OU now.   Assigned different BSV to new LE.   Created Inv org and new AP  responsibility for new OU.

When I logon to Payables manager  responsibility for original OU and open Setup financial option I get error message " Value XXXX for the flexfield segment Business unit does not exist in the value set.   When I logon to Original Manufacturing responsibility and open setup parameters for original Inv org, I get same error message.
