E900_TR9.1.2.1 NO_VALID_SECURITY_ENTRIES failed to apply row security on E1 web client but succeeded

Scenario - Inclusive Row Security

• Inclusive Row Security is applied for the range of values that have Y in the appropriate Add, Change, Delete, View action.
• Users of Inclusive row security need to be aware of the fact that the presence of a single record or a set of security records in the F00950 Security Workbench Table with N in All Actions for a table/data dictionary combination would disallow the user from performing any particular operation on the table. On the web client, jas error message "[NO_VALID_SECURITY_ENTRIES] There were no valid security entries. Database operation is not allowed." is displayed.
