Import WBS Details csv returns $errorContent in 15.1

This import function worked fine in Unifier 9.9.3, but after upgrading to 15.1, I cannot get any WBS details csv files to import using our previously working csv templates.  The .csv templates that used to work in 9.9.3 now return $errorContent.  This even occurs when trying to export then re-import the exact same csv file (not opened or modified in Excel).  Literally nothing has changed in the exported csv template, and it cannot be used to import data or even add a row.  Any suggestions?
